Our Council Plan sets out what we aim to achieve by 2027. It explains what we want to do, how we plan to do it, and how we'll measure if we're on track to achieve it.
The Council Plan has been developed by the work that's taken place for the Barnsley 2030 project, with residents, businesses, employees and other key stakeholders across the borough.
Our priorities
We have five priorities, supported by 12 outcomes, that describe our intentions until 2027:
- Healthy Barnsley - people can access all the care and support they need, at the right time and in the right place
- Learning Barnsley - the opportunities available for young and adult learners mean that everyone can fulfil their learning potential, helping them build the skills they need to get into work and progress their careers
- Growing Barnsley - Barnsley is an inclusive place where everyone can find suitable employment, live in a high quality home that's right for them, and can access the fast and affordable digital resources they need
- Sustainable Barnsley - protecting our borough for future generations
- Enabling Barnsley - our underlying priority to make it easy for us to be even better, to champion continuous improvement and achieve the best value for our residents
How we measure our performance
Our key performance indicators (called critical success factors) help us measure our performance against each of our priorities to make sure we deliver the best outcomes for our borough.
Our quarterly performance dashboard provides a detailed review of each of the critical success factors, rated as red, amber or green (RAG) to track our progress. Each critical success factor falls under one of our 12 outcomes, which in turn feeds into one of our five priorities (Healthy, Learning, Growing, Sustainable and Enabling Barnsley).
We track the progress of each critical success factor over the year and report on them on a quarterly basis where applicable. We also provide a commentary on the progress of each indicator.

Our Quarter 3 2024/2025 performance report shows where we're achieving our targets, and where there are areas for improvement.
42 critical success factors were reported in quarter 3:
- 24 were RAG rated green
- 7 were RAG rated amber
- 10 were RAG rated red
- 1 indicator is grey as this does not yet have a target due to this being monitored only by the service at this stage
