High Hoyland Parish Meeting

The High Hoyland parish area is centred around the village of High Hoyland to the west of Barnsley. It has a population of around 150 people.

Unlike the other parished areas, High Hoyland has a parish meeting rather than a parish council. These meetings are still run in a business like way, focussing on the interests and needs of local people. Regular items on the agenda include highways and footpaths, environment issues, planning, and crime and safety.

The parish meeting doesn't provide many expensive facilities or events. However, as an extension of the parish meeting, a separate social group organises events such as:

  • clean-up sessions (eg litter picking)
  • harvest festivals
  • carol singing
  • village Christmas parties, where children and OAPs in the village get Christmas presents

Parish meetings are held six times per year; roughly every two months. These take place at 8:30pm at the Cherry Tree Inn public house in High Hoyland. Extra meetings are held when the need arises, for issues such as planning applications that need a quick response. Everyone in the village can attend the meetings, ask questions and make comments, with any decisions put to a vote. For details of the meetings, see the parish notice board or contact the clerk.

Accounts and governance

2021/22

The documents published in respect of the annual accounting period 2021/2022 are as follows:

  • Declaration of no accounts and Certificate of Exemption 2021/22 – AGAR Part 1PM
To be completed by all parish meetings that are able to declare that had no financial transactions in the year of account 2021/2022 who can certify themselves exempt from a limited assurance review. This was approved by High Hoyland Parish Meeting. It was returned to the external auditor PKF Littlejohn LLP, 15 Westferry Circus, Canary Wharf, London, E14 4HD.

  • Annual Governance and Accountability Return 2021/20 - AGAR Part 2PM
    This is made up of:
    • Annual Internal Audit Report (page 4), completed by the parish meeting’s internal auditor
    • section 1 - Annual Governance Statement (page 5) to be completed and approved by the parish meeting
    • section 2 – Accounting Statements (page 6) to be completed and approved by the parish meeting

It's not necessary for the parish meeting to complete these last three documents. The chair, internal auditor and clerk have always held the opinion that all steps available should be taken to ensure that the parish meeting is operating in a proper, lawful manner. Producing these three documents forms part of the assurance that the obligations and assessment of internal controls are being met.

The minutes noting the approval of these documents will remain in draft form until they can be approved at the next parish meeting, at which time they will be published in the village notice board and on this web page.

It should be noted that the signatures are missing from the documents. The forms all require wet signatures for verification. Therefore the electronic versions will not permit virtual signatures to be inserted.
