You need a consent permit to distribute leaflets, flyers, cards, menus and other free printed material in the borough. The consent permit applies to Barnsley town centre and the high streets in Cudworth, Goldthorpe, Hoyland, Penistone, Royston and Wombwell.
The permit doesn't allow you to:
- hand out products or samples
- place any free printed materials on parked vehicles, buildings, or any other structure

Exemptions
A consent permit isn't needed if the material you're distributing is:
- for political purposes
- for religious purposes or other beliefs
- on behalf of a charity
- inside a building, bus or taxi
- being posted through letterboxes
Your material
The material can't be in the form of a sticker or have any other self-adhesive backing.
The content must not encourage the irresponsible consumption of alcohol. If you request to distribute material which involves alcohol, this will be considered on an individual basis in consultation with our Public Health team.
You must dispose of any waste from your distribution activity responsibly, and not use public waste bins to discard any unwanted material. If we incur any extra cleaning costs, a retrospective charge will be made as well as for any administration costs.

How to apply
You can apply for a consent permit by filling in our online form below. Before applying we recommend you contact us to check availability and discuss your requirements.
In the online form you'll need to upload copies of all the free printed material you plan to distribute, and a copy of your public liability insurance for at least £5 million.

What happens next
If we approve your application, we'll contact you to pay the fee by debit or credit card. We'll then email your consent permit to the address you've provided in your application.
